Role Specification

The Programme Analyst assists in the analysis and assessment of relevant political, social and economic trends, guiding and facilitating the delivery of UNFPA’s programmes. The Programme Analyst will report to the UNFPA CO Sexual and Reproductive Health Program Analyst (first reporting officer), and UNFPA EECARPO HIV Advisor (second reporting officer).

Working to support the Kazakhstan Country Office as well as the Central Asian region, you will support the effective management of UNFPA activities in the areas of STI/HIV prevention as well as addressing stigma and discrimination related to STIs including HIV. Through analysis and assessment of political, social and economic trends, you will contribute to project formulation, implementation and evaluation, joint programming initiatives and advocacy campaigns.

You will assist in monitoring results achieved during implementation, guiding the appropriate application of systems and procedures, and developing enhancements as required. 

Main Tasks & Responsibilities

  • Providing support and technical assistance in the development and implementation of a strategy following the STI sentinel surveillance;
  • Providing support in the integration of comprehensive sexuality education (CSE) into the formal school curriculum
  • Providing technical advice on youth friendly services (YFS), making YFS attractive to young people;
  • Promoting initiatives that would support the elimination of stigma and discrimination against key populations and people living with HIV/AIDS (PLWHA) ;
  • Developing project proposals on prevention of sexual transmission of HIV
  • Implementing activities aimed at strengthening the linkages between SRH and HIV services at the primary health care level
  • Supporting initiatives aimed at preventing gender-based violence
  • Promoting advocacy activities and build alliances between NGOs and government on HIV prevention among young people and key populations with a focus on LGBTI.
  • Participating in the formulation of the country programme and component projects, by compiling and analyzing information relevant to the UNFPA’s role in the country, drafting project documents and work plans; and preparing statistical data.
  • Acting as HIV liaison officer, closely working with other UNFPA country offices in Central Asia region and supporting them in the development and implementation of their HIV programmes and projects.
  • As part of the regional HIV team, working closely with HIV focal points in other country offices and HIV Advisor in the Regional Office, and contributing to achievement of HIV-related outputs of the EECA regional intervention action plan (RIAP)
  • Evaluating project and programme activities, establishing ways to systematically assess achievement and recommending corrective action as required; conducting field visits; participating in review meetings and evaluation missions and preparing regular inputs to status and progress reports.
  • Analyzing and interpreting the political, social and economic environment relevant to UNFPA activities, and identifying opportunities for UNFPA assistance and intervention.
  • Analyzing policy papers, strategy documents and national development plans; preparing briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks.
  • Assessing implications of new policy developments and strategies on programme execution, and ensuring their integration.
  • Establishing collaborative relationships with implementing partners, experts, government counterparts and other UN agencies to facilitate timely and efficient delivery of project inputs.
  • Assisting in implementing knowledge management strategies to capture lessons learned and good practices, sharing these with management for future planning
  • Assisting in advocacy and resource mobilization efforts of the Country Offices in the region, by establishing and maintaining a network of donor and public information contacts. Assisting with organizing and conducting of donor meetings and public information events, including preparing relevant background material for these events.

 
Qualifications and Experience

Education: 

Advanced degree in health, HIV-related fields and/or other related social science discipline.

Knowledge and Experience:

  • Professional experience in the field of health and HIV prevention activities, with experience in programme/ project management is desirable
  • Practical experience in design, monitoring and evaluation of development projects
  • Experience using office software packages and web-based management systems.

Languages:

Fluency in English and Russian; knowledge of Kazakhs language is an asset
