The Programme Analyst - Communications/Resource Mobilisation is expected to develop and implement effective communications and resource mobilization strategies aimed at increasing the visibility of UNFPA’s work and priority issues and generating resources for programme implementation 

The Programme Analyst is located in the UNFPA Kazakhstan Country Office (CO), Astana, and reports to the UNFPA Representative. 

Main Tasks & Responsibilities

  • Guides the development and implementation of Communications and Advocacy, Partnerships and Resource Mobilisation Strategies and Plans for the Country Programme, in collaboration with programme teams and in line with the corporate strategic goals and transformative results, and the high-level results of the country programme.
  • Tracks implementation and targets and identifies gaps and opportunities for communications, resource mobilization and strategic partnerships.
  • Develops and maintains close collaboration with the media and other public influencers, including by preparing press materials and organizing media events, especially around key international days and other events,
  • Strengthens relationships with existing and future donors to the Country Programme, ensuring timely reporting, visibility and communications and arranging site visits and other events to promote donor engagement in the Country Programme and programme impact. 
  • Drafts and edits articles, human interest stories, social media content and other advocacy and public information materials for national use, and contributes materials to regional and global campaigns;
  • Maintains the Country Office website and social media channels;
  • Coordinates with concerned programme teams to prepare background communication and promotional materials for briefings and visits of journalists, donors, senior government officials and other groups;
  • Analyzes and interprets the donor and partner environment relevant to the Country Programme Outcomes and identifies opportunities for engaging donors. Reviews new donor strategy documents, tracks donor twitter accounts and online media, national plans, development frameworks and funding opportunities, and prepares briefs and inputs for partner and donor dialogue.
  • Reviews possibilities for joint UN funding and resource mobilization. Tracks existing joint UN programs and funding opportunities.
  • Review opportunities and make recommendations for  Strategic Partners (non-government and private sector) and ensure UNFPA’s due-diligence screening process is completed on all non-government partners;
  • Proactively manages non-government partnerships focusing on partner satisfaction to achieve excellence in relationship management and efficient return on investment from partnerships to increase the number, quality and loyalty of partners and visibility of partnerships in general;
  • Consolidate awareness among UNFPA staff at CO for strengthening capacity to develop and manage effective partnerships and donor relations. 
  • Monitors and analyses the political, social and economic environment relevant to UNFPA’s work, as well as the public perception of UNFPA in the media and general public; identifies opportunities for strategic communications interventions and recommends appropriate action to seize opportunities for increasing visibility for UNFPA, its work and ICPD issues, and to maintain a positive image of the Fund;
  • Contributes press clippings to the weekly regional media monitoring report;
  • Establishes/maintains an up-to-date documentation centre for publications, press releases and clippings, as well as photographic and audio-visual materials;
  • Participates in the UN Communications Working Group functioning under the auspices of the UN CT in Kazakhstan and contributes to planning and implementation of the joint UN Communication Strategy for Kazakhstan.

Work Relations 

The Programme Analyst - Communications/Resource Mobilisation collaborates closely with programme analysts, consultants, advisors, and experts and establishes and maintains collaborative relationships with the media, donors and partners in government, multi-lateral and bilateral donor agencies and civil society to address emerging issues. The incumbent effectively influences the media, donors and partners from diverse backgrounds to jointly contribute to achieving UNFPA’s mandate.

Internal contacts include the Representative, Assistant Representative, the CO’s programme/ technical team. External contacts include the media, donors, government partners, international an-d national NGOs, experts,  and other UN agencies

Qualifications and Experience

Education: 

  • Advanced University Degree in Social science, international relations, communications, business administration or related discipline.

 Knowledge and Experience:

  • Two years professional experience in the field of communications, marketing, business development or related activities, preferably in resource mobilization or fundraising. Excellent knowledge of media and media relations.
  • Experience in webpage updating
